Who we are
Materials Testing Services Virgin Islands brings together more than 35 years of combined construction-industry experience, including construction materials testing, field inspection, and geotechnical and civil engineering experience.
MTSVI was founded on a commitment to client satisfaction, dependable technical service, and rigorous quality control. By combining a local established operational presence in the U.S. Virgin Islands with broad engineering and materials-testing knowledge, MTSVI is positioned to provide comprehensive testing, inspection, consulting, and technical-support services to the people, businesses, contractors, and public agencies of the Virgin Islands.
MTSVI works with government agencies, engineers, architects, contractors, developers, property owners, and institutional clients in the United States Virgin Islands.

Principal Engineer / Senior Consultant
Winston leads MTSVI's technical direction and client relationships, overseeing geotechnical engineering, construction materials testing, laboratory, and inspection services for projects throughout the U.S. Virgin Islands.
Roy Glapion
Senior Project Engineer / Senior Geologist
Roy directs project engineering and geological work, from subsurface investigation through laboratory testing and reporting, helping clients understand site conditions and make informed construction decisions.
Julio King
Principal Engineer
Julio supports MTSVI's engineering and testing programs, applying construction-materials and geotechnical knowledge to project evaluation, quality control, and technical reporting for clients across the territory.
Julio "Julito" King
Senior Technical Consultant — Construction Services
Julito manages construction services in the field, coordinating materials testing, quality control, and inspection work so projects receive timely, well-documented results.
